S.A.P. Network Substance Abuse Professional (SAP) Counseling Assessments and counseling is conducted by a Substance Abuse Professional who is defined by the Department of Transportation (DOT) rules and regulations as a licensed physician or a certified psychologist, social worker, employee assistance professional or addiction counselor with knowledge of and clinical experience in the diagnosis and treatment of alcohol and controlled substance disorders. For Safety First clients, no fee is charged to locate or provide the required list of certified SAPs upon termination of employee due to a positive result.
